TERMS OF REFERENCE FOR TWO NEW COMMITTEES
It was passed by the Council at the meetings of 10th May and 5th June 2018 that two new committees would be formed namely:
Safety and protection committee
Environment and management committee
This is an opportunity for you to have your say and get involved in the running of your parish. We are looking to hear from anyone living in the parish who would like to be a non-councillor member of one of the two committees below.
We are looking for two or three non-councillors for each committee but there is a degree of flexibility depending on the response. If too many people express an interest then the Chairman will choose the members of the committees by applying the following criteria:
- To achieve a mix of gender, age and location within the Parish
- Specific skills, knowledge/experience
- Already demonstrated that they care about the appearance of the Parish by undertaking grass cutting, litter picking etc.
SAFETY AND PROTECTION COMMITTEE
The purpose of this committee is to manage the safety and protection requirements of the Parish
To comprise at least 2 Councillors and at least 3 non-councillors.
Type of Committee: Executive
Chair: Chantelle Denny
Members: Sarah Stock, Neil Mitchell
Responsibilities:
Neighbourhood Watch Crime prevention
Council IT security Police liaison/PCSO
CCTV Flooding
Anti-social behaviour Fly tipping
Frequency: To be determined by the committee
Public Access: Full public access – Attendance by the public will be encouraged
Delegated Powers: Decision making for low level items. Expenditure limit of £150 per item subject to an annual cap of £1000.
Decision making: At the sole discretion of the chairman, this committee can make decisions on low level items but on more important issues the committee will make recommendations to full council.
Standing Orders: Relaxed on public debate to encourage participation from members of the Parish.
ENVIRONMENT AND MANAGEMENT COMMITTEE
This committee will be responsible for the management of the Parish environment to ensure that it is tidy, presentable free of litter and a place we are proud live in.
To comprise at least 2 Councillors and at least 3 non-councillors.
Type of Committee: Executive
Chair: Tim Cross
Members: Russell Francis
Responsibilities: Tidiness of the village (eg litter picks etc)
Maintenance of open spaces, footpaths
Condition of verges/grass cutting etc
Dog fouling, location of bins
Number and location of grit bins
Blocked drains etc.
Basically a “catch all” for all other Parish issues
Frequency: Monthly
Public Access: Full public access – Attendance and contribution by the public will be encouraged
